no. the MW of HGH is way too large to pass through the dermal barrier.

The closest they've come is experimental intranasal administration of certain hexa-peptides (ghrps) and transbuccal insulin/igf-1 compounds (iplex)- however their effectiveness was limited/ considerably inferior to their injected counterparts. Not to mention costly.
