HCG- Is this the accurate conversion?

1. taking bacteriostatic water and injecting 1ml into the small vial with the hcg concentrate
2. taking that dissolved 1ml of (5000iu) hcg and putting into a sterile 10ml vial, adding 9 (more) ml of bact. water (totalling 10ml of solution)
3. this is now 10ml of 5000iu's of hcg
4. this meaning 1ml=500iu's
5. 250iu injection, would be .5ml of hcg solution
