Forearms out pacing Biceps

Hello everyone I have been lifting for years however for the longest time my forearms have been out running my upper arm development. My forearms are almost as large as my upper arms giving me a slight Popeye look going.

I was wondering if there is anything I could do to help my biceps catch up.

Any questions, comment or concerns always welcomed.
 
Really wish that was the problem. I am pretty sure it is due to the fact that I have never used straps for deadlifting.
