Flagged Countries

Does anyone know if there is a list of specific countries that the FDA and US customs look at when recieving imports from that country? For instance: China, Romania, Iran...
i know that some countries are of a higher search risk then others.

I am pretty sure there is....but I am having trouble recalling what the law is that made this happen. I think it is the same countries that get flagged when $5,000 or more is transferred to/from.
