That is most likely the "sell by" date. As long as the capsules arent gummed up and the bottle has been stored away from extreme temperature it will ne just fine.

Like has already been said, as long as they've been kept cool, you're good.

You're good to go. End of 2017 is only a few months ago and they were stored properly so they are definitely fine to use.
