Engaging my hamstrings when I deadlift

It feels like I'm using too much of my upper body when I deadlift and not engaging my hamstrings and glutes as much as I could. Is this a matter of building up my lower body/ other muscles used for the lift or is it more likely my technique?
 
They could not be firing but a simple positioning change can address this. Do Romanian or stiff leg dead’s for more glute/hamstring involvement

I find that to really get tension in my hamstrings, glutes, and hips I have to "wedge" myself into the bar and pull against it as I get into position. Look up some of Chris Duffin's youtube videos on deadlift he does a great job of explaining it and it helped me personally a lot.
