Effortless Exercise System for Strength Gains?

I read this E-book recently titled, "Effortless Exercise System for Men." The implementation of the methods discussed involve finding your max repetitions of a body weight movement like the burpee, pullup, or pushup and doing 30- 50% of that depending on if you're doing them in a workout format or scattered through out the day. You do many repetitions per day, every day. Over time you are supposed to increase your strength. The author also says that the same effortless exercise system can be used with weights. He even claims that this is how many powerlifters and olympic lifters train (I think he might of said elite). The reasoning behind this system is that your body can withstand the day to day lifting because the CNS is not strained. Anyways,
I would really value any thoughts, opinions, or insights on this type of training. Thanks!
