No they cant, they are not entitled to do as they please if it infringes on our freedoms and liberties. This is treason.

If Im unhappy with my State Im free to protest and fight to have all these criminals rounded up and thrown in Gitmo after proper due process so they can suffer the consequences on violating our Bill of Rights and violating their oath of office.

Government has NNOO authority on enforcing who or who we cant protest and boycott, especially when it comes to Jihadi terrorist regimes....but point is they have NO say, no legal Constitutional authority.
