Dieting and building?

I just read that the key to gaining muscle is to consume more calories than you burn. It stated that even if you eat the right foods you wont build unless you consume more calories. My allowed calorie intake is 3,200 calories a day but i typically consume 2,300 because i am trying to cut right now. Losing big amounts of weight is not an issue as i am already very muscular but i have enough abdominal fat to wear i can just see my abs poking through. I want to be as cut as possible but i still want to build What do i do?!? I consume plenty of protein and carbs daily (i know this for fact as i have been tracking and researching daily) and i train everyday. I take creatine pre workout amino acids during and protein supplements with a meal post workout. Should i stick with what im doing or is there something else i should do that im not aware of?
 
A thirty percent caloric deficit is not sustainable for more than about two weeks--and less if you're leaner. (Once you get below 10 percent body fat, you'll have to refeed every three to five DAYS if you're running such a severe deficit.)

Also, where are you getting the 3200 figure?
Are you really big, or else do you do a LOT of walking/cardio? Because that's ... well, that's a very large number.
 
In any case, there are basically two ways for you to achieve this goal of "building while dieting".

1/
Diet like a champ (very low carbs, significant caloric deficit)-- maybe with some fasted cardio thrown in there, with EC (for >10% fat) or yohimbine (for <10% fat)-- for 5-6 days a week. Do NOT "train everyday [sic]". Lift maybe once or twice during this period, with an emphasis on lower weight and higher reps (to deplete muscle glycogen).
Then do a massive full-body circuit (warning: not fun), and refeed for 1-2 days on VERY low fat, medium protein, and high carbs.
Lather, rinse, repeat.

2/
Drugs.

Well, ok, three ways, if "both 1 and 2" is a third option.
