Cut or bulk first?

Just curious on your opinions of this scenario. Say someone is running about 20% body fat and wants to build muscle but lose fat as well. Would you recommend they cut down to their desired BF% first and then add muscle or would you have them add muscle then cut the fat? I know which way I would lean but I'm curious to hear others' opinions.

You could cut while gaining muscle fairly easily.

Once you get down to 12(10 for me personally ) % you'll notice a slow down.

If...however...you're happy at 20% then go ahead and bulk..

Personal preference at the end of the day. I personally feel better at 20 or under. Anything over is uncomfortable.
 
What I did personally was bulk first, and then cut. The way I look at it, you have to gain the weight and look a little fat for a while, but then you cut down, burning fat while keeping/gaining muscle as you go. With the right diet and workout routine...
