classic bulk or cut

I am 5"11" 165. I have a decent amount of body fat, I'd describe myself as skinny fat. I'm picking up weights again but would like to lose the belly. Should I get rid of the fat first or is it possible to gain a decent amount of muscle while losing fat. If so, how should I eat as far as a calroie deficit or surplus, as well as carbs etc. Any info would help. Thanks.
 
At 5'11" 165 you need to BULK.

If you're just starting out you will most certainly notice a rapid change in appearance upon starting a weight training routine.
