I know celery seeds help out with blood pressure, but through what mechanism? Nitric oxide synthase? I was wondering if I could take celery seeds pre-workout for an enhanced pump.

I have used celery seed in the past, so I know this. It helps the kidneys dump excess sodium and fluid to reduce blood pressure. It could be useful if you are not watching your mineral intake. This would help if you have gout. I used it with my pre-workout and noticed no difference. What I found it good for was a sore joint. I have a bad ankle joint and it helped the inflammation. It is also a good anti-oxidant according to the "internets". I have a collection of supps for this ranging from Glucosamine, MSM, and Hyaluronic acid. I add celery seed to the mix to avoid taking NSAIDS. It helped a little, but I probably would not buy it again for this purpose.
This is not the pre-work out you were hoping for.
If you want to chase some fringe Pump boosters, look at tart cherry extract, and or NAC.
NAC pre-work out boosts NO synthase. Tart cherry boosts by anti-oxidant action. This will be replaced by S7 when it is more widely adopted.

Dude thank you so much for your response! I'm happy to know that. Well at least it can help out with excreting excess sodium! I sometimes ingest too many high sodium containing foods. Also I love the fact it can help with some anti inflammatory action. Thank you also for the other information regarding no production!
