Can I dilute my Liquid Clen???

I have a bottle of liquid clen @ 100mcg/ ml my oral syringe in ver inaccurate below .5 ml can I dilute the clen and store it diluted with water to make it easier to meaure?

is the clen suspended in water as well, or oil? obviously they don't mix, etc.
