Are your arms smooth right now or are they fairly or really cut?
A well defined arm can look huge, if the vascularity and striations are much more present, even though the arm may measure smaller. Think wide receivers etc.
Examples are guys like Zane, Dickerson etc. who had small arms, but they looked larger because of definition.
Another, Savickas' arms look small in comparison to some pro BB'ers but he is actually a huge man.
How big are your wrists? This is kind of a marker, on how large you can make an arm 'naturally".
I can relate to that , my arms don't get the best definition so they look small to me but at their biggest last year they were 18.25" with skin so tight at rest even you couldnt pinch skin.That's definitely not small IMO.
18's are considered big arms, especially on a guy under 6' tall and natty.
It is funny, but we do seem to have a kind of reverse anorexia, where the average people see us as being pretty large and built, but we see ourselves as small or not quite there yet.

Before I took my huge break from lifting (just coming back off of a 6 year break) I was 240lbs at 5'10", 36.5" waist, and my arms were getting close to 18.5" and "tight".
