Technically you shouldn't "stretch" any cold muscle, statically or dynamically. You should do some light-progressive aerobic activity to get the blood moving and warm the entire body. If you are unwilling to do that, slow static stretching without forcing the stretch, letting off the pressure and exhaling into an increased stretch would be safest.
