Rest periods are relative to the training type and to the goals out of it that you're trying to reach. If you're training for strength and don't care at all about muscle size then longer rest periods are the typical protocol for powerlifting, from 2 to 5 minutes. If you're training for stamina then you'll be on the end of the sliding scale that's more toward your aerobic threshold; short rest periods without pyramiding weight whilst attempting to execute the same number of reps for each set. Bodybuilding is somewhere between these two methods. Waiting for TOO long between sets may only create the illusion of progress because the break allowed you to move more weight or do the same set to failure a second time; when essentially you've only just cooled off and started your workout over without realizing it. How long those rest periods are going to be exactly is basically determined by your fitness level.
