Surely it's simple to understand. Standing laterals stress the muscle at the top of the arc when your arm is horizontal & the lying version stress the muscle at the start of the arc & stresses it less as the arm gets to a vertical position. The reason an exercise like this has become less popular is because using a cable for lateral raises gives you the same tension for the whole movement.
God I hate those people who show up to the gym with their Inversion Boots. They take control of the entire Pull up Area and steal a set of DB's that they never end up using while doing nothing productive. They are just as bad as the fad following and exercise failing Crossfitters. The only thing those boots are good for are making it easier to give the user a strong kick in the face. Hang on that MoFo lol
