It's mostly genetics.

Arms are easy to train. 80-85% of work your arms do should be done through presses, rows, ect.. You know, heavy compound lifts. Then at the end of the workout do some quality isolation.

Concentrating on your big muscle groups will improve arms automatically. Back for biceps and chest/shoulders for triceps. Iso work is beneficial because then you work the muscle through it's full ROM.
 
^^ If you do this your arms will have the right proportion for your shoulders chest etc. I see lots of guys with disproportionately large arms, doesn't look right aesthetically, IMO.
