This Article is about Freemotion (pre set cable) machines over standard weight machines (as in free weight tools, racks, and benches)? it seems that the title makes it seem that way, when I believe this article is really about Freemotion Vs. regular pre set workout machine (still using weight stacks, pullies and steel belts)

Exactly. Barbells will be king always. if you need to use machines the author suggests free motion machines.. I'd personally avoid machines and focus on your big lifts with proper free weight assistance movements
