I think they're only legal because Andros are a metabolite of an existing approved supplement, in this case dhea. But plenty of things can be found in nature that are banned for use in supplements, such as dmaa.

Additionally, you just don't know what the FDA will choose to come after. The FDA is in a constant battle with hi-tech, and hi-tech owns the 1 and 4 andro patents. It would not be far fetched for them to go attack the andros.
