It's an in vitro study, so take it all with a grain of salt, but there are some relevant parts to look at.

Androgenic Potency of 11-Oxyandrogens

Using an [...] cell model expressing the human AR [...] (androgen receptor) found that the maximum androgenic activity of 11KT was similar to that of T (testosterone), and that the EC50 of 11KT was only 5-fold higher than T.
EC50 I had to look up.

Half maximal effective concentration (EC50) refers to the concentration of a drug, antibody or toxicant which induces a response halfway between the baseline and maximum after a specified exposure time.

How much potency?

Then they basically talk about what clinical applications it may have for various conditions that are not related to bodybuilding or anything. But, it sounds like 11KT is a promising compound that are at least as potent as test and DHT on androgen cells in an in vitro lab culture.
