Random questions about blister packs

This might sound like a silly question, but are the tablets within blister packs 'separable'? If the dosage within them is too high, could I theoretically 'cut' them in half with a blade or something?

I'm pretty sure with any pill form compound you can split the dosage by using a pill cutter, obviously if its in a capsule that could get tricky
