I usually see tho things like ~2/3-3/4

I think has something to do with volume/intensity but not sure what those numbers are supposed to mean..

Where do you usually see this?

Not sure without context but my assumption would be its rpe numbers

Idk I've never seen RPE expressed as a fraction. Maybe concentric/eccentric tempo?

I was thinking maybe 2/3 being somewhere in the 2 or 3 range?

Typically tempo you see as 1234 for the con/pause/ec/pause

Give us an example you've seen and i almost guarantee someone will be able to tell you what it means. But, from your op, it's hard saying. Also, money0351, i agree with you as I've never seen or notated rpe as a fraction. Typically it would be something like 440x3@9 (with @9 being the rpe, for those that may not know).

it's not rpe. those numbers are too low for rpe as rpe is from 1-10 in most labs.
I am going to assume x/y sets of x/y reps which allows for some self-regulation in relation to how you feel that day

Thats also a good point about the rpe. You dont even start counting rpe til about 5 or 6 really. Its just too hard to estimate it further past that.

Considering they're grouped with a dash instead of a comma, I'll go with tempo numbers?

Typically it would be X-X-X-X or Y/Y/Y/Y though.

I can't otherwise think of anything used as a fraction short of maybe a preworkout scoop.
