How many posts do you have ? You need 150 I believe.
 
once you hit your post threshold there is a button on right above the text line in the reply box with a button that looks like a framed painting with a tree upload the URL you want to use and bam you have a picture on your phone it is a little different when you reply there will be a button in lower middle portion of your phone that says attachment and you can upload pics from your phone (a tleast its that way for my Verizon Android)
