Is there any steroid/substance (besides thyroid enhancers/ detraining) that can make this change?
If not, is there any steroid that causes more type II hypertrophy than type I?

No. It's about training intensity, volume, frequency, and duration. With endurance training and even resistance training there seems to be a shift from type IIx to type IIa. With further endurance training, type IIa to type I. These are biochemical, histochemical, and twitch time/force production characteristics. The motoneuron which innervates these fibers does not change its frequency of stimulus (threshold to generate an action potential). So, with detraining those adaptations will revert back.
