If you're cutting then it's more about maintaining muscle. Cut until your reach your goal and maybe take a test booster to help with maintaining muscle and then increase your calories slightly for a slow clean bulk.
IF you really want muscle, you have to eat, just eat the right stuff... you should get your diet in check to gain some form of lean mass, rather than messing with the ECA to shred you up....maybe try a few months of a bulk then use it to cut back down, see how that works out for ya
