is there a recipe online to convert esterfied(?) test powder to TNE?

then is there a recipe to make oil based test suspension?

"saponifying esters" is the term you need to search for

5%BA and 15% BB should give you anyware from 75 to 100mg/ml (can be painful)
 
I'd think it a better option to just brew the powder with the ester attached. With a base you'll have to inject more frequently, if you can even remove the ester without wasting your powder. From all the screwing with powders I've done, I'm begining to see that the simplest route is usualy the best. Good luck if you do decide on doing the saphonification.
