Minoxidil and Azelaic Acid from powders

From pure powders, what solvents could be used to put minoxidil and azelaic acid topically on scalp. I'm going for a high and effective super prescription strength and will use the azelaic also for acne on face, chest and back.

Have on hand:
Peg 400 or 600, glycerol, Polysorbate 80?

Poly 80 would be nice cause I'd be knocking out two fools with one stone.
