I have used both and found phenibut to be far more effective for relaxation and a feeling of well being. I have read of recent problems with phenibut being produced thats not as effective. Maybe just a bad batch? Make sure the phenibut powder has a shiny look (like table sugar) and not a dull...
Easiest way I have found is to get instantized BCAA's (because they mix better)... and then only use a few ounces of water, grape juice, oj, etc... then slam it down like you would a shot.
I've researched this quite heavily due to concerns about using so much protein a day that contains sucralose (I currently around 550 grams/day).
While the taste is not as good with stevia sweetened protein (compared to sucralose) it is certainly much more healthy in the long run.
