    I don't believe the defense spending is going to go down anytime soon. Its a different world now, war is here to stay, the middle east is just a place to park our equipment for now. I do agree its to much, i see many things sent over seas they troops do not need.

    High LH and low Test is a sign of Primary Hypogonadism , Pretty much your body is trying like hell to produce Test but your nuts are not working the way they should. I wouldn't cycle at all until you get this lined out.
