Personally, I've never gotten much out of shrugs. I have a long neck and my traps seem to respond better to SGHP and dead lifts. Shrugs just didn't fit me well but that's not to say I could use some coaching in that area.

I'd get rid of most of the direct arm work in favor of chin ups and dips and standing overhead presses. That will hit your arms and build mass. Worked for me

I'll do a 2/4 second concentric/ eccentric phase for 4-6 weeks. Works very well. Two seconds up, four seconds down. I usually have to lower my weights by about 25% to accommodate this.
