Not always, but there is certainly a look guys and gals get when they really force things despite poor genetics. Just a drugged out PED junky look. Not always but some are very obvious.
 
Yes I have worked out with guys in high school that were clean and I could never catch up to them no matter what drugs I used. Genetics are king
 
Despite some others' opinions....
I found that Tons of Gear Totally made up for some of my weaker points.....
