Can transdermal compound and carrier be applied separately?

Being a complete newbie on this, I don't really know if this is a silly question or not!

I've read a few articles on how to create a transdermal - loading a syringe barrel with the mixed compound and carrier at the required concentration (I'd be using topical matrix as the carrier, and testosterone base powder as the compound).

My question is, instead of mixing the two and loading them in syringe barrels, would it at all be possible (and effective) to:

* Measure out your compound into the dosages you'd be applying each time, and storing each dose in a capsule for storage
* When it comes to applying one dose, you apply some carrier to the skin, then apply the dose, and rub in, applying another few sprays of the carrier after some rubbing

Or would that not work at all as the compound has to be absorbed into the carrier?
