Yes, although not as extreme as you.
In my case, it only really happens during squats / deadlifts, and it only really affects my (ock, not my balls. Also it goes back to normal about 10-15min for me. Do you remember when it started for you? For me it was doing some heavy barbell curls (135lbs), and I was on the last rep or two, and my spine was starting to curve so I like flexed / tensed by abs and glutes really hard, and that is when it first happened, and ever since it has been like that.
Basically, it is an injury. One that I have not really gotten any doctor to acknowledge or attempt to treat. I've tried persuading for an MRI scan, but since they are expensive, my doc won't do it.
This is some of the bull**** 'treatment' I have been perscribed for that condition:
- a pamphlet on stretching the groin region
- was ordered to take Advil (NSAID - anti inflammatory) everyday for a month.
None of that worked. The only thing that has helped me a little bit that I tried on my own was taking Cissus. Also, time off of lifting helped, but that's not really a realistic solution for the long term.
Anyways, it is bizarre unpleasant for sure. My situation has deff improved, but even after two years still has not gone away, and I can't get any doc to take me seriously.
You seen a doc yet?

I found this post, with about 65 comments to it, regarding the same issue. It's a lot, but I read through most of them, and there are deff other people with this issue, a lot of them experiencing it after having an accident or injury / strain. From what they are saying, it sounds like we could have torn some ligaments, or gotten them "caught" inside our pelvic cavity. One thing I used to have for a while that has gone away was numbness when this was @ its worst, do you have that as well?
PS - for everyone else reading, make sure you are careful with your heavy lifts, be sure to stretch, you do NOT want to end up in this situation.

no, i dont get the numbness, but working out and realizing that my boys are gone, sht. never thought that it could be an injury, i will talk with my doc about that. also will give that article a read you posted. does it happen to you at any other times??? i had it constant for years until i found out i had no testosterone in my system, now that im on testosterone replacement they hang just like they should, but only when i workout do they retreat back inside my body....

Hmmmmm that is interesting, I'm only 23 so no hormone replacement for me yet..... but I don't think that is my issue either. I've had my test levels checked before and they were on the very high end. I think I probably tore something and that is what my issue is.
Please keep me updated if you hear anything from your Doc. Maybe yours is better than mine!

I have actually looked up this as well. from what I have read it is a white thing primarily. One of the reasons why we can be 1 inch cold and 6.5-7 inches when ready for action. blacks don't have much of the surprise package affect. If I am not mistaken, this is a blood circulation issue. blood goes to where it needs to be.
could also be related to the fact that blacks have naturally higher blood pressure than whites.
not much study has gone into this topic, so it may be a while before any real answers come out.

There's a difference between shrinkage (like when you are in cold water) vs. a turtle shell situation where your d!ck is acting like Houdini and almost fully pulling back into your body cavity. Plus, I've been white my whole life, but never had this condition till I injured myself lifting a while back. I'm convinced it is a tear or something is "caught", but the Docs are too damned cheap to do an MRI or ultra sound. ****ers.

i experience the whole spectrum. when doing upper body it gets the extreme turle effect. when doing lower body it runs inside me almost completley. if its the case that my blood is just being rushed to my muscles, i have no problem, but if it is result of a pull muscle/ligamnet of somekind id like to fix it.
