It depends on how high the dose is, but in general, yes, it can give you mild hypoglycemia. If you want to take it, try pre-bed. You'll won't be awake for any of the blood sugar issues.

I have some ALA laying around, and people say to take it when you take ALCAR.

Absolutely correct, if you take more than 2-3g ALCAR you should take R-LA for neuroprotective effect.

I recommend Idebenone for the oxidative effects of ALCAR, or you could try SOD, either inject or the new GliSODin pills. Both are much better than ALA at protection from free-radicals while not having insulin mimetic effects.
