What you bought contains 2 grams of Sodium Hydroxide(NaOH) per liter. Saturated NaOH is about 50% by weight. Commonly available strong sol'ns of NaOH are typically 2 in 5 (w/V) or 10N. The stuff you bought is very dilute (almost OK to drink) and is typically used as a lab titrant. Probably not what you want to saponify an ester.
