fiber and ckd question?

I was trying to find it but I just want to double check. When figuring carb intake, dietary fiber doesnt count into your total carbs
 
Well, that's what the "atkins" dude claims.

I know that insoluble fiber is not absorbed/digested, but soluble fiber is..
