How to use strength sets/reps

Usually and almost exclusively, strength in a 1RM measurement, is built by using multiple sets (ie: maybe anywhere from 3-10) and with low reps, (ie: 5,s/3's/2's/1's.)
To add to the hypertrophy and or mass gains, higher reps are used (ie: 5's and up) for some multi sets.
Wendler's 5/3/1 is a pretty good example and say old Doug Hepburn stuff was kinda set up like that, where you work down to a heavy single and then finish off with some higher reps for mass/pump sets.
