Cutting or Bulking?

Hey guys, I'm 5'6 at 160lbs with roughly 13%bf. I was wondering if I should work on cutting the bf% down and then work on bulking up, or if I should do the opposite. I'm open for many suggestions and or supplements that might work well. I've been looking into that hydroxcut but I'm not sure. Thanks guys.

i'd say cut to around 10%, then clean bulk.

If you start at 13% and start bulking up, you may feel like you're getting too fat and wont put in full effort, plus it seems like most people tend to add fat easier if they're a higher bf than if they're relatively lean.
