Typiclly these terms are used to describe gains made throught the use of hormone based products. Wet is used to describe rapid wait gain where a percentage is thought to be water weight. Think off season bloated moon faced BB. Wet compounds often but not always give the most gains when gains are measured via scale. Dry compounds are the opposite. There will be little to no blotting and the compounds can impart a hardening to the physique.

^^well said. think of it like this(in general): wet=bulking, dry=cutting. another thing is many times when people are taking a "wet compound" (pheraphlex for example) will stack it with a "dry" compound (furazadrol for example) to avoid the bloating or water retention.
