GHB is an illegal drug. It was marketed as liquid ecstasy in the rave and club scenes for a while. It is the sloppiest drug I've ever scene, and was used as a sort of "date rape drug" (it doesn't erase memory so much as make people have no inhibitions). People would take it and often take too much and pass out in the club ("G"ing out).
Strangely enough, it was popular with bodybuilders, both for recreation and for improved sleep. It increased GH release and improved sleep quality. Also it converted into water in the body, so was undetectable, and seemed to have only positive side effects (other than making a fool of yourself at a club, or overdosing and dying, a risk more associated with combining it with alcohol). Long term usage led to complete dissasociation with reality, and I've known several people who, in a moment of clarity, turned themselves into pyche wards to detox. They literally end up in 4 point restraints. Those of course were the worst case scenerios.
GHB is similar to Phenibut in that they both target GABA receptors in the brain, but Phenibut is not nearly as strong or as dangerous, and although I've never actually tried phen, I've heard it's pleasent and not sloppy at all.
And yes, aspire is safe for women. It increases circulation in their bits, which increases pleasure. They generally only need a half dose.
