Read deeper. Its doesn't penetrate the CNS, just works in the periphery, although this is a big point of debate with this compound. Find the primary sources, actually quite interesting. Some hypothesize the increase in dopamine was a fluke and due to expiramental error.
 
Most of what I've come across suggests that the increase in dopamine was the result of the tyramine being contaminated with it
