hormone reg kit vs mass kit XL

Hope one of the AMS reps can help out here. I have a hormone reg kit that the 1andro says 1ml serving has 20mg yet the Mass XL kit the 1andro says 1.5ml provides 20mg. The 4ad in the reg kit 1ml - 40 mg where the mass XL kit has 1.5ml 25mg. Is the mass kit 'watered' down?

Also both boxes recommend 2 1ml servings a day, yet the mass XL bottles says 1 1.5ml is the recommended dose.
