It is a carbohydrate supplement. Therefore, dose it anytime you need supplemental carbohydrate intake in your diet.

My favorite post-w/o is 1 scoop Nectar, 2 scoops Kwik (same scooper), and 10g of Taurine. Very lovely stuff. I mix up a batch for 10 days and keep it in my gym bag all the time.
It doesn't come with one, but check the bottom or handle on your favorite whey scooper and it might say how many g's is in there. You may have to search a bit here, but there is a thread that answers this question (maybe from Dsade?) that says about using a whey scooper for WMS. The density is different than whey, so a 25g whey scoop might get like 20 or 30g of WMS. I forget...sorry.
a good rule of thumb with wms is 2 to 2.5 the amount of wms as the whey, eaa's, creatine or whatever else your mixing in their. that allows for the osmolity to remain good and for the actives to still get through your blood stream quickly.
I also advise free form amino's with wms rather than whey or other whole proteins. (aside from whey hyrdo)
