i have low testosterone and low lh lh about .1 and test 140 persently taking androgel, i believe my low values were superdrol induced, with seeing endo doctor , what are the possibility of both values being normal again?

There are medications that could possibly bring those levels back to normal without HRT (SERMs, AIs), but most physicians won't prescribe them for that reason as it is off-label. Of course the older you get, the tougher it will probably be to get "functioning" correctly again.

im guessing you didnt run a pct
