Legally importing non scheduled drugs?

In Dan Duchaine's book Bodyopus he states that it is legal to import non-scheduled drugs for personal use. (obviously not steroids) I think he also mentioned antiestrogens and clenbuterol were not schedueled and were ok. Is this still the case? Can someone tell me where to get more information about this?
