What exactly is MMV2?

I see it with a lot of cutting stacks on the forums...but I want to know what exactly it is. What is the substance really supposed to do, what does it really do, and how does it do it?

All I can find is a bunch of regurgitated ads for it, and some logs of guys saying they're running it to cut...but I want to know WHY.
