If you're using Dermacrine as a base for a cycle with another DS and the other DS has caused HPTA shutdown, would your body even be able to convert the substances in Dermacrine to testosterone?

Yes. The DHEA in Dermacrine will convert as an end target hormone of Testosterone. This occurs through interaction with steroidogenic enzymes located in either the skin, liver, or serum blood stream. Suppression of the hormonal axis isn't going to affect conversion factors with the Dermacrine.
