Clomid for testicular athrophy while ON HRT

Obviously HCG is the best option for this scenario however in theory, if HCG is not available at the time and atrophy is becoming an issue would clomid be able to help? If so, what would be ideal protocol until HCG was introduced or HRT was revised/stopped.
