Nutrition Facts with random food added

I'm looking at the whey protein Nutrition Facts and it tells me 1 scoop with and without 1 cup skim milk.

At the bottom, it says 30% protein for just the powder and then 48% protein for powder and skim milk.

Then below that it just says "Protein 16g"

Does that mean that just the powder is 16g of protein or is that the powder and milk combined that make 16g?
